Dearborn County Lateral Project
Supporting reliable power generation for homes and businesses
Strengthening natural gas infrastructure in southeastern Indiana and southwestern Ohio
Project overview

The Dearborn County Lateral Project will expand Texas Gas’s existing system to provide direct natural gas service to a major power generation facility in Ohio. The project would involve construction of approximately 12-miles of new 20‑inch‑diameter natural gas pipeline and associated facilities. By supporting the coal plant, which was slated for closure, in its conversion to natural gas, the project would help maintain reliable electricity and support the region’s long‑term energy needs.

The Dearborn County Lateral Project is designed to provide 265,000 dekatherms per day (Dth/d) of firm natural gas transportation service to Vistra Corp.’s Miami Fort Power Plant in support of its planned conversion from coal to natural gas. Specifically, Texas Gas is proposing to:
Key project components
- Construct and operate approximately 12-miles of new 20-inch natural gas pipeline through Dearborn County, Indiana, Boone County, Kentucky, and Hamilton County, Ohio
The project also includes the construction of associated aboveground facilities, including a connection to Texas Gas’s existing pipeline system in Dearborn County, a new measurement and regulation station to monitor and control gas flow, and an interconnect facility in Hamilton County to support safe and efficient operations.
Construction / operation / safety
The project will be constructed and operated in accordance with rigorous safety and engineering standards established by the Department of Transportation (DOT) and the Federal Energy Regulatory Commission (FERC). During construction, qualified inspectors will oversee each phase to help ensure compliance with safety protocols, including thorough testing of equipment and systems before facilities become operational.
Operational safety will be reinforced through regular inspections and maintenance to detect and address potential issues early. Boardwalk also engages with local communities through public awareness programs, providing safety information and emergency contact details.
Environmental considerations
Texas Gas is committed to responsible environmental stewardship throughout the project. The construction of new pipelines will be designed and operated in accordance with federal and state environmental regulations, including permitting and compliance requirements set by the Environmental Protection Agency (EPA) and other relevant agencies. These standards help ensure that construction and operations are conducted in a way that protects surrounding communities and natural resources.

Understanding the FERC and how to participate
The Federal Energy Regulatory Commission (FERC) oversees and authorizes interstate natural gas infrastructure to ensure projects serve the public interest and are developed safely and in an environmentally responsible manner. Before any major project can move forward, the FERC conducts a detailed review to determine whether the project meets all necessary standards.
Boardwalk is regulated by FERC, and the Dearborn County Lateral Project will undergo the FERC’s Section 7 review under the Natural Gas Act (NGA), which governs the approval process for constructing and operating interstate natural gas facilities.
FERC provides multiple ways for the public to participate in its review process. You can:
- Search public documents in FERC’s eLibrary
- Create a FERC Online account to eRegister and subscribe to the project docket via eSubscription to receive email updates on a project
- Contact the FERC’s support team or the Office of Public Participation (OPP) for help navigating the process
