The Kosci Junction Project is a major infrastructure initiative to enhance natural gas transportation capacity and system reliability across Mississippi and the southeastern United States. The project includes the construction of approximately 111 miles of new 36-inch-diameter pipeline, new compressor stations in Attala and Holmes counties, and modifications to existing compressor stations in Washington and Humphreys counties.

Project overview

The Kosci Junction Project will expand Boardwalk’s system capacity and regional connectivity through new infrastructure across Mississippi. Designed for up to 1.16 billion cubic feet per day (Bcf/d) of natural gas, with potential expansion to 1.58 Bcf/d, the project will link multiple shale basins to fast-growing demand centers throughout the Southeast.

- 103 miles of new 36-inch pipeline from Attala County to Clarke County, Mississippi
- 8 miles of new 36-inch pipeline in Humphreys and Sunflower counties, Mississippi
- Construction of the new Kosci Compressor Station in Attala County, Mississippi
- Construction of the new Holmes Compressor Station in Holmes County, Mississippi
- Additional compression at the existing Greenville Compressor Station in Washington County, Mississippi
- Additional compression at the existing Isola Compressor Station in Humphreys County, Mississippi
Construction / Operation / Safety
The Kosci Junction Project will be constructed and operated in accordance with rigorous safety and engineering standards established by the Department of Transportation (DOT) and the Federal Energy Regulatory Commission (FERC). During construction, qualified inspectors will oversee each phase to help ensure compliance with safety protocols, including thorough testing of equipment and systems before facilities become operational. Compressor stations will be equipped with emergency shutdown systems and monitored 24/7 to track gas flow, pressure and equipment conditions.
Operational safety will be reinforced through regular inspections and maintenance to detect and address potential issues early. Boardwalk also engages with local communities through public awareness programs, providing safety information and emergency contact details. Compressor stations are designed to help minimize risk to surrounding areas and include features such as automatic and manual valves for rapid isolation, with coordination with first responders to support emergency preparedness.
Environmental Considerations
Boardwalk is committed to responsible environmental stewardship throughout the Kosci Junction Project. Compressor station upgrades and new construction will be designed and operated in accordance with federal and state environmental regulations, including permitting and compliance requirements set by the Environmental Protection Agency (EPA) and other relevant agencies. These standards help ensure that construction and operations are conducted in a way that protects surrounding communities and natural resources.
Noise management is also a key consideration in the design of compressor stations. Boardwalk will implement noise-reduction technologies to maintain sound levels within federally accepted limits at nearby noise-sensitive areas. Noise surveys will be conducted before and after construction to verify compliance and help ensure that operations minimize disturbance to surrounding communities.

Community investment
The Kosci Junction Project is designed to deliver long-term value to Mississippi communities through both infrastructure improvements and economic contributions. Construction activity will support local jobs and businesses, while ongoing operations are currently estimated to generate approximately $10 million in tax revenue across impacted counties beginning in 2029. In addition to these direct investments, Boardwalk aims to support local priorities through charitable giving, education initiatives and partnerships with community organizations.

Understanding the FERC and how to participate
The Federal Energy Regulatory Commission (FERC) is the federal agency responsible for reviewing and authorizing interstate natural gas infrastructure projects. Its role is to ensure these projects are safe, environmentally responsible and in the public’s interest. Before any major project can move forward, the FERC conducts a detailed review to determine whether the project meets all necessary standards.
Boardwalk is regulated by FERC, and the Kosci Junction Project will undergo the FERC’s Section 7 review under the Natural Gas Act (NGA), which governs the approval process for constructing and operating interstate natural gas facilities.

Kosci Junction Project pre-filing phase (completed)
FERC Pre-Filing Project Docket Number: PF25-6-000
On February 7, 2025, Boardwalk submitted a pre-filing request to FERC for the Kosci Junction Project under Docket No. PF25-6-000. The pre-filing phase allows for early engagement with landowners, agencies, and the public before a formal application is submitted by Boardwalk in September 2025. During this phase, FERC collects feedback, hosts public scoping opportunities, and encourages stakeholder input.

In September 2025, Boardwalk filed its formal application with the FERC for the Kosci Junction Project under Docket No. CP25-XX-000. The FERC will issue notice to the applicable project stakeholders, solicit feedback and allow for public comment.
